Lutte contre les abus sexuels au sein de la MINUSCA

In June 2023, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) released the results of an investigation conducted by the UN Office of Internal Control Services.

The investigation focused on charges of sexual exploitation and abuse committed by MINUSCA peacekeepers in the Central African Republic (CAR). It revealed that at least 11 Tanzanian unit peacekeepers were involved in sexual abuses committed against four young Central African women.

As a preliminary sanction, the entire Tanzanian unit of 60 peacekeepers, from which the offending elements were drawn, was repatriated to its country of origin, in accordance with UN Security Council Resolution 2272 (R/RES/2272) adopted in 2016. This Resolution obliges the Head of Mission to repatriate all members of a unit in case of sexual abuse. Such a measure is in line with the commitments of the Secretary-General of the United Nations Antonio Guterres who, from the moment he took office, had announced « une politique de tolérance zéro vis-vis des abus sexuels par le personnel de l’ONU ».

With a view to psychological monitoring and adequate medical treatment of the victims, MINUSCA has deployed teams on the ground.
